Civil Aviation Authority

Legacy migration. Above and beyond the cloud.

The Civil Aviation Authority is the UK's statutory aviation regulator: responsible for the safety of every aircraft in British airspace, the registration of every aircraft on British soil, and the welfare of every passenger when things go wrong. When they needed to migrate up to 70 legacy applications to a modern, secure cloud environment, they chose Cogworks. The first application we built was tested almost immediately by one of the biggest aviation crises of the decade.

The mission

The CAA's digital estate had grown organically over many years into a collection of up to 70 legacy applications, each carrying data and functionality critical to UK aviation. The challenge was not simply modernisation for its own sake. These were systems that aviation professionals, airlines, and the public relied on daily. Any migration had to be structured, tested, and demonstrably secure before anything moved.

A series of workshops established the right approach: a platform built on Microsoft Azure and Umbraco, chosen for their ability to meet the CAA's complex information architecture requirements, handle variable user traffic, and satisfy the stringent security and compliance standards required of a statutory regulator.

Starting with the most complex application first

Rather than beginning with simple wins, the migration started with the hardest problem: the National Aircraft Register, known as G-INFO. This is the public-facing database of every aircraft registered in the UK, a high-profile, high-traffic system with demanding data extraction requirements and no margin for error.

Using a proven development process, we extracted the data from the CAA's existing internal legacy database, built the first MVP release, and then worked through subsequent releases in agile iterations. Each iteration was tested, reviewed, and signed off before the next was begun. The result was a clean, modern G-INFO built on a cloud foundation that the CAA could trust.

Built for crises, not just steady state

The true test of any infrastructure decision is not how it performs on a quiet Tuesday. It is how it holds up when everything around it is in chaos. In October 2017, Monarch Airlines collapsed: the largest UK airline failure in history, leaving 110,000 passengers stranded abroad and triggering a national repatriation effort. The CAA website became the primary source of information for hundreds of thousands of passengers, journalists, and aviation professionals simultaneously.

The platform handled it. Built on Microsoft Azure, the site scaled across 6 global data centres, 50 Azure Web Apps, and 6 database clusters in response to demand. That kind of response would have been impossible on the legacy infrastructure. It was routine on Azure.

A development standard the CAA could rely on

Throughout the engagement, Cogworks applied a continuous deployment architecture built around Git, TeamCity, and Octopus Deploy, giving the CAA the tools and processes to release updates reliably and without manual risk. The standard we applied to every release reflected the environment we were working in: this was not a marketing website. It was national aviation infrastructure, and it was treated accordingly.
